VICE-PRESIDENT Constantino Chiwenga has declared that unwavering political will is the essential ingredient for transforming public procurement to a powerful engine for Africa’s development.

Officially opening the 5th General Assembly of the African Public Procurement Network (APPN) in Victoria Falls yesterday, Chiwenga stated that governments should champion procurement systems that are transparent, efficient and inclusive to fulfil the continent’s economic potential.

“Political will is the undeniable driving force that transforms progressive policies to practical actions,” he told delegates.

“It is through the unwavering commitment of our governments that public procurement is utilised as a vital instrument in the development of the African community.”

The assembly, running under the theme: Transforming Public Procurement in Africa through Innovation, Inclusion, Sustainability and Development, and the Spirit of Collaboration, has brought together procurement leaders from across the continent.

Chiwenga outlined a multi-pronged approach to modernisation, emphasising that the professionalisation of procurement officers is non-negotiable for enhancing integrity and effectiveness.

“We must ensure that procurement professionals are equipped with the knowledge, skills and ethical standards necessary to navigate the complexities of modern procurement,” he said.

A critical part of this modernisation entails embracing digital technology fully, he said.

“Integrating digital technologies, e-procurement systems and sophisticated data analytics is no longer optional.

“It is absolutely essential.

“These innovations significantly reduce inefficiencies, increase productivity and enable us to deliver public services more effectively and at speed.

“We must work collectively to eliminate trade barriers, dismantle protectionist approaches and create a seamless environment for cross-border procurement.”

Chiwenga said addressing the persistent challenges of corruption, inefficiency and lack of transparency, required robust regulatory frameworks, targeted training and stronger collaboration between governments, civil society and the private sector.

Meanwhile, APPN president Clever Ruswa has called on African nations to unite as a strategic force for economic emancipation.
