Zanu PF, CCC share ZiG147m in state funding – but CCC’s cut still faces factional wrangles

HARARE – The government has allocated ZiG147,682,500 (about $5.3 million) to political parties represented in parliament, with Zanu PF taking the lion’s share in line with its 2023 election victory.

Justice Minister Ziyambi Ziyambi published the allocation in an Extraordinary Government Gazette on Tuesday, in terms of the Political Parties (Finance) Act.

According to the notice, Zanu PF has been awarded ZiG102,343,972 ($3.8 million), equivalent to 69.3 percent of the fund, while the opposition Citizens Coalition for Change (CCC) is set to receive ZiG45,338,527 ($1.7 million), reflecting the 30.7 percent share of the national vote it garnered.

While the Zanu PF disbursement is straightforward, uncertainty hangs over the CCC allocation as the opposition remains split into three rival factions.

Competing groups led by Nelson Chamisa loyalist Jameson Timba, Welshman Ncube, and Sengezo Tshabangu have all laid claim to the party name and its entitlements.

A previous allocation to the CCC remains undisbursed due to ongoing legal battles over which faction is the legitimate beneficiary, and analysts say the latest payout could be similarly paralysed until the courts provide clarity.

The Political Parties (Finance) Act provides that only parties securing at least five percent of the total vote in a general election qualify for state funding. The law has long been criticised by smaller opposition groups, who argue that it entrenches Zanu PF’s dominance by excluding them from public financing.

The wrangle over the CCC’s share of funds comes at a time when the opposition is already weakened by infighting, defections, and contested leadership claims—developments that analysts say play into the ruling party’s hands.
