ZANU PF is undergoing renewal and modernisation through the recruitment of young and resourced cadres under the astute leadership of the President and First Secretary, Cde Emmerson Mnangagwa, the party’s National Chairperson, Cde Oppah Muchinguri‑Kashiri, has said.

Speaking during celebrations held on Saturday at Chipinge Junior Primary School grounds in honour of Dr Paul Tungwarara’s elevation to the ZANU‑PF Central Committee, Cde Muchinguri‑Kashiri described Cde Tungwarara as one of the exceptional new‑breed cadres ploughing back to their grassroots and the country.

Cde Muchinguri‑Kashiri also donated rice, cooking oil, sugar and mealie‑meal from President Mnangagwa.

Cde Tungwarara was co‑opted following a recommendation from Chipinge District after the resignation of Cde Dorothy Mabika, who was subsequently elected Manicaland provincial chairperson.

“His indisputable philanthropic and empowerment work epitomises the President’s development philosophy that Nyika inovakwa nevene.

“Our newly co‑opted Central Committee member, Cde Tungwarara, possesses impressive credentials, which include facilitating a high‑level investment meeting between the President and Dubai billionaire Mr Mohamed Alabbar in February 2024. Mr Alabbar is the renowned owner of the Burj Khalifa, the world’s tallest building, standing at 829.8 metres with 163 floors.

“He also facilitated a top‑level meeting of the President with the world’s leading real estate developer, Sarjan Damack, and played a key role in attracting Africa’s wealthiest man, Mr Aliko Dangote, to meet His Excellency in November 2025, during which he pledged to invest US$1 billion in cement manufacturing, coal mining and power generation,” said Cde Muchinguri‑Kashiri, further hailing him for championing numerous Presidential Empowerment Schemes.

These include the Presidential War Veterans Empowerment and Housing Scheme; the Presidential Youth Empowerment Scheme; the Presidential Women’s League Empowerment Scheme; empowerment of affiliates through revolving interest‑free loans; the purchase of special utility vehicles for all eight District Coordinating Committees (DCCs) in Manicaland; and the provision of US$25 000 to all ZANU‑PF legislators in the province.

“Cde Tungwarara’s impressive track record in strategic development makes him an ideal candidate to join other leaders in driving the party and Government’s socio‑economic and infrastructural development agenda in line with the National Development Strategy 2 (NDS2) and the attainment of Vision 2030.

“The NDS2 underpins ZANU‑PF’s ideology, which is rooted in socialist principles advocating social and economic equality (gutsaruzhinji). The 10 NDS2 pillars, which Cde Tungwarara and others are championing to drive economic growth and development, align with Vision 2030 goals.

“These include macro‑economic stability and financial sector deepening through sustaining a stable and predictable macro‑economic environment that promotes investment and innovation.

“Inclusive economic growth and structural transformation aim to modernise the economy from a primary commodity‑based one to a diversified and broad‑based economy,” said Cde Muchinguri‑Kashiri.

She said Chipinge District is renowned for tea, coffee, macadamia nuts, bananas and sugarcane production, and urged locals to participate in these thriving business ventures.

“You should be part of these development initiatives in agriculture, eco‑tourism and ethanol production at Green Fuel. Statutory Instrument 215 of 2025 (Indigenisation and Economic Empowerment Regulations) protects locals by reserving 17 economic sectors for Zimbabweans. Please utilise these opportunities and make money through hard, honest work, as always emphasised by the President.

“The days of sloganeering are over. People want food on the table. As a Central Committee member, Dr Tungwarara must conscientise colleagues to oversee the implementation of Government economic blueprints so that the country is food secure.

“As provided for under Article 7, Section 39, Sub‑sections (2) and (3) of the Party Constitution, Central Committee members are empowered to give directives, supervise and superintend over all functions of the Central Government, and ensure the implementation of all policies, resolutions, directives, decisions, programmes and projects,” she said.

“As a party, we implore you, Cde Dr Tungwarara, to continue fostering sustainable empowerment programmes for this great nation of Zimbabwe.”

Chipinge bears a rich Chimurenga liberation war heritage. Apart from being located in the Eastern Highlands bordering Mozambique — which provided escape routes for liberation fighters — the district is home to revolutionary luminaries such as the late national hero, Cde Ndabaningi Sithole.

Guided by the national policy of leaving no one and no community behind, His Excellency posthumously awarded Cde Ndabaningi Sithole national hero status in 2022, recognising his pivotal role in the formation of the Zimbabwe African National Union (ZANU) in 1963, which he served as president for nearly a decade.

Recognising the importance of Chipinge District’s political ecosystem, the President appointed Cde Wilson Khumbula to the Central Committee in 2023. Chipinge Central legislator Honourable Raymore Machingura was also appointed Executive Director of the Department of Presidential Scholarships.

Furthermore, the national launch of the 2023 ZANU‑PF Presidential Campaign was held in this district, testifying to Chipinge’s pivotal role in Zimbabwe’s political economy.

ZANU‑PF Manicaland Provincial Chairperson Cde Tawanda Mukodza said the province was united and implementing an elaborate plan to empower its members.

He said the province was fully behind Constitution Amendment (No. 3) Bill, which seeks to extend President Mnangagwa’s term of office to 2030, as resolved during the party conferences held in Bulawayo in 2024 and Mutare in   2025.

Minister of State for Manicaland Provincial Affairs and Devolution, Advocate Misheck Mugadza, praised President Mnangagwa’s leadership and vision, including the proposed constitutional amendment, and highlighted development progress in the province.

He also commended the President’s inclusive leadership style, which promotes unity, peace and national security — key foundations for sustainable development.

Minister Mugadza urged continued support for the President’s agenda, citing improvements in infrastructure, service delivery and economic empowerment in Chipinge and across Manicaland Province.
