Mazowe Plant Quarantine Services boss mired in sex scandal

MAZOWE – Mazowe Plant Quarantine Services Institute (PQSI), a division of the ministry of agriculture, has been dogged by sex and corruption scandal that has managed to escape the public eye over some years.

Nhamo Mudada, the head of PQSI has been implicated as the chief perpetrator in a slew of allegations detailed in a dossier shared with ZimLive by reliable sources who preferred anonymity for fear of victimisation.

Some details in the dossier state that Mudada, between the period of May 31 to June 4, abused cotton and tobacco levies to finance his extramarital affairs by diverting funds to his mistresses (names supplied) employed at PQSI who do not go to the field to enforce the law.

“He (Mudada) has been involved in love triangles with more than half of the ladies in the institute, be it students on attachment, married women, single and desperate employees of the institution.

“He recruited his girlfriends from other government departments into the institute and these are Rumbidzai Chinjeke, Charity Mafuratidze (they have daughter together) and Farai Sekenya (they have a daughter together) and they are benefiting through false and fraudulent travel and subsistence claims.

“At one time, there was a fight between Chinjeke and Mafuratidze over which can be confirmed at Chinhoyi office which eventually led to the transfer of Chinjeke to Bindura.

“He openly boasts of his protection from the high offices and despite several complaints from junior employees to the Human Resources officers and Directors, no action has been taken against him, and they fall on deaf ears,” added one of the sources in the dossier.

Aside from exposing Mudada’s sex scandals with employees, the dossier also detailed how he unconstitutionally protected and rewarded his close lieutenants and allies.

Mudada conspired with Mr Mangombe, Mr Cosmas Ruzungunde (The Administration Officer), and Mr Munyaradzi Twaya (the accountant) between 2019 and 2020 to have the vehicle with license number GAGQ3067 repaired without following proper government procedure after it was involved in three accidents.

During the period 6-17 September 2021, Mudada ensured that his subordinate Mr. N. Mangombe received $US750 from COMESSA for border post training, which he never conducted but instead submitted false acquittals to the funders.

The dossier stated that log in visitor registers can be used to check at the stations Mangombe falsely claimed to have visited during acquittals.

When pressed for comment on the allegations, Mudada declined and referred this publication to his superior, Dumisani Kutwaya.

Kutwaya said the PQSI was yet to conduct investigations to conclude if Mudada was guilty for the allegations levelled against him.

“As per policy, we will conduct our own investigations whose outcome will determine the next course of action in consultation with our superiors,” said Kutwaya.

According to the dossier, as a result of Mudada’s abuse of office, the working environment at PQSI was no longer good for production and was leading to poor results and recommending a lifestyle audit for Mudada and Twaya.
